Considered the socio-political process and the constitutional-legal process that prevailed at the time, when Manipur State Constitution Act,1947 was in operation ...
Deliberated upon the circumstances of Duress and Coercion mentally and physically[imposed] upon the Manipur Maharajah at Shillong, who was under military siege of the paramilitary forces of the Dominion of India, that led to the signing of the aforesaid[ merger] Agreement,
Re-affirmed the parameters of International Law prevalent at the relevant period, the de jure independent political status of Manipur following the lapse of the British suzerainty as per section 7[1][b] of the Indian Independence Act,1947...
Reiterated the continuity of the early state of Manipur since the pre-Christian era..
Discussed the various aspects of the aforesaid Agreement imposed on unequal terms, among others,
Resolved
That the Manipur Merger Agreement,signed between the Maharajah of Manipur and the representative of the Dominion of India on 21.9.1949 did not have any legality and constitutional validity.
